Studies
have shown that institutionalized children are often
deprived of adequate opportunities for emotional,
physical and social development and to grow to their
full potential. Globally there is a shift from
lengthy institutionalization of children to
alternative family based care, because children
develop better within a family structure.
Institutional care should be considered as a last
resort and as a temporary solution only. In fact,
much more needs to be done to prevent children from
entering the social welfare system.
GCF has carefully considered these important issues
in the development of the unique model. Programs are
based on a proactive approach, early intervention
and prevention, family strengthening and holistic
temporary care for children waiting to be integrated
back into a family.
Over the years GCF has developed quality programs
which gained the attention of African and other
developing countries.
A quality Assurance Manual has been developed to
guide all operational and program procedures. The
Monitoring and Evaluation system ensures that
performance and quality indicators are monitored and
performance indicators are monitored. Internal and
external evaluations are conducted with
beneficiaries to ensure that programs meet their
needs. It is GCF policy to control cost without
jeopardizing quality.
